Mr. Nouri has over 35 years of experience in information technology (IT) management consulting, IT leadership, and systems integration. He has expertise in Organizational Transformation through the application of Lean Principles, Strategic IT and Enterprise Architecture Planning, IT Service Management, Strategic Sourcing, and IT and business alignment, IT portfolio rationalization, information security planning and audit, and IT program and project management and oversight. He has led and participated as a Subject Matter Expert in numerous engagements in the Financial Services, Healthcare, Manufacturing, and Public-Sector Health and Human Services industry, assisting numerous clients with their business transformation through IT enablement.
Mr. Nouri spent 7 years at Gartner where he ran the IT Management Consulting services in Americas and Asia Pacific, and later as direct report to the company President led the re-engineering efforts for global client services and developed the company’s global strategic performance management system. Prior to Gartner, he held the position of the executive director of Information Technology at Countrywide Funding / Bank of America, the nation’s largest mortgage banker, where he was responsible for operations, support and software process improvement. Since the mid-1990s Mr. Nouri has conducted numerous consulting engagements for a range of global clients in Public Sector, Private Sector Fortune 500 to startup companies. He has been deeply involved with the early innovator and fast follower companies since early 2000 in the transformation of their silo centric models of practice to an integrated, client-focused enterprise.
Representative engagements include:
- IT Infrastructure Service Strategy Development – For one of nation’s top 10 financial services companies, performed an assessment of current IT service delivery capabilities and critical pain points and developed strategies to achieve the stated senior management objectives for IT service delivery. Implementation of strategies resulted in 20% savings in IT infrastructure operations and improvement in customer satisfaction ratings.
- ITSM and ITIL Framework Implementation – For a major regional financial services company designed and implemented a comprehensive approach to implementing the ITIL framework that resulted in significant improvements in a number of service outages and number of errors in the production environment.
- Enterprise and IT Architecture Planning – For the North American division of a diversified global financial services firm developed an Enterprise IT Architecture for nine disparate business units resulting in a 20% cost reduction in the cost of centralized IT infrastructure.
- IT Portfolio Rationalization – For a Global 100 diversified manufacturing firm developed strategies to remove redundant technologies from its technology portfolio, and consolidate desktop and server platforms with an expected 25% cost reduction in support and data center operations.
- IT Strategic Planning – For a refining and natural gas transportation company—performed an enterprise-wide strategy and architecture study involving a targeted peer group benchmark to determine industry best practices.
- Networking and Communications Strategy – For a major US-based financial services company (more than 33,000 employees)—performed a communications strategy and architecture study, and developed the associated migration plan enabling a planned mega-merger of equals.
- Security Assessment – For a major international bank—performed a review of the enterprise security architecture for the distributed computing environment. This study resulted in further refinement of overall security objectives with respect to its policies and procedures, as well as identification of key strategic vendors to help meet the defined objectives.
- IT Chargeback Strategy – For a diversified investment management company, implemented IT Chargeback strategies, resulting in improved accountability and improved business unit satisfaction.
- Legacy Evolution Strategies – For one of the largest state financial management offices, developed strategies to extend and transform existing legacy systems to contemporary Web Services Architecture, enabling the agency to address its key business and financial constraints.
- California County of San Diego Department of Health and Human Services – Developed the technical strategy and detailed requirements for the ConnectWell Program and the Knowledge Integration Project
- Maryland County of Montgomery Department of Health and Human Services – Assessed the technical and operational risks associated with a multi-year investment strategy for migration to an Enterprise Case Management system to consolidate all Programs’ data into a single repository for the provision of an integrated view of the client
- Integrated Eligibility System Replacement Project Forensic Assessment – For State of Tennessee conducted a detailed technical assessment of the Platform being implemented by the Systems Integrator for replacement of multiple legacy Health and Human Service Benefits Eligibility Determination systems. The project was over 2 years behind schedule and required a thorough assessment of Project Management, Implementation approach and technical architecture review of the proposed platform. The engagement resulted in the development of a holistic Enterprise Systems Modernization strategy to meet the needs of Integrated Benefits Eligibility and Child Support for the State.
- Global Health Information Exchange Best Practices Study and Maturity Model Development – For Canada Health Infoway, conducted a detailed business and technical approach study of global best practices in development of Health Information Exchange (HIE) and Network (HIN) strategies and infrastructure to maximize the impact of the Health Information Technologies (HIT) on achievement of the national and regional health and healthcare improvements and outcomes. This included the development of a multi-dimensional HIN Maturity Model to guide the development of regional HIT capabilities to align with the national vision in Canada
- Cerner EHR Expansion Feasibility Analysis – For County of Los Angeles completed a detailed technical and cost/benefit analysis of EHR requirements for multiple Programs to evaluate migration to a single Enterprise instance of the Millennium solution
- HIE Business and IT Strategy and Five-Year Plan – For Delaware Health Information Network was the engagement Technical Lead and Enterprise Architect providing in-depth technology and architecture analysis and direction to Strategic Plan and the Gartner HHS team in developing a five-year strategic plan for the transitioning the organization from an initial growth phase to a sustainable and mature strategic partnership oriented service provider
- HIE Operational and Strategic Planning – For a number of State-designated HIE agencies (including the State of Connecticut and the Commonwealth of Pennsylvania):
- Conducted a State-wide Health Information Exchange (HIE) Readiness Assessment.
- Developed the Federal Office of the National HIT Coordinator (ONC)-required State-wide Health Information Exchange Strategic and Operational Plans.
- Electronic Health Record and Administrative System Implementation System Forensic Assessment – For County of Los Angeles Department of Mental Health (nation’s largest public mental health service delivery and claims administrative agent) conducted a comprehensive and detailed forensic assessment of a delayed Enterprise-wide EHR and Claiming and Billing system deployment resulting in concrete remediation and risk reduction action plan, ensuring successful completion of the project per the business requirements.
- Medicaid Eligibility and Benefits Management Systems Strategy – For State of Florida conducted detailed alternatives analysis and Total Cost of Ownership study of options available to the State to meet ACA requirements and position the State to maximize the return in its investment in modernization of its legacy Integrated Eligibility System.
- Health Benefit Exchange (HBE), Integrated Eligibility (IE), and Medicaid Management Information System (MMIS) Procurement Support and DDI Quality Assurance Oversight – For State of Vermont led the technical team responsible for development of the non-functional requirements and legacy retirement strategy for the Integrated Eligibility, MMIS, Enterprise Care Management, Pharmacy Benefit Management and Health Services Enterprise Platform, and oversee the implementation of the HIX/HBE, IE and MMIS System.
- Integrated Health and Human Services Model of Practice Transformation – For County of San Diego Health and Human Services Agency led the technical vision and business transformation requirements development initiative to develop a 360’ view of the County consumers, enabling a collaborative service delivery model across a number of County agencies to improve care coordination, service provider referrals and consumer outcomes. This multi-year initiative resulted in a successful selection of a Tier 1 Systems Integrator and leading technology platform to connect over Ten mission critical County Case Management systems, enabling a transformed, person/family centered model of practice for service delivery.
- Integrated Eligibility and Enterprise Data Warehousing Procurement Support – For State of Ohio developed functional and non-functional requirements and migration strategies for the State’s new Integrated Eligibility for all Healthcare (including MAGI Medicaid and CHIP) and non-healthcare programs (including SNAP, TANF, etc.), and supported development of a comprehensive Request for Proposal for IE and Data Warehousing related services.
- Health Information Exchange Remediation Plan – For County of Los Angeles conducted a study of the core HIE platform and developed recommendations to address performance and scalability issues
- Health Information Technology (HIT) Readiness and Enterprise Architecture Assessment – For State of Texas Department of State Health Services conducted an assessment of HIT Readiness and developed the State’s Public Health Information Technology Architecture (PHITA) in support of the department’s vision for integrated health and human services. The project identified funding opportunities and a technology roadmap to help promote the vision of healthy Texans. The roadmap includes the provision of integrated and seamless access to DSHS Technology resources through an Enterprise Portal, an Enterprise Information Exchange to facilitate sharing of clinical and social services data, and a Business Intelligence and analytical platform to help drive the required insights needed for improving health within the State.
- System Replacement Implementation Advanced Planning – For Texas and New Mexico Women, Infant, Children programs, defined the target technical and application Architecture for the core WIC Information System and the EBT card infrastructure to achieve the organization’s strategic goals including increasing system’s agility, improved maintainability, increased extensibility and enhanced scalability. This included the development of detailed Non-Functional and Technical requirements, Feasibility Study and Alternatives Analysis, Security Plan, Capacity Plan and General System Design.
- Health Information Exchange / Health Information Technology (HIE/HIT) Readiness Assessment – For City of Houston Department of Health and Human Services conducted an assessment of the department’s readiness to participate in the local community and state HIE initiatives, including an evaluation of organization, policies, processes, governance and technology infrastructure as well as recommended initiatives to properly prepare the department for funding opportunities and improved performance.
Certifications
Mr. Nouri is a Certified SPC (SAFe® Program Consultant) and Enterprise Agile Coach, an ITIL/ITSM Master and Expert Instructor, and ISO 20000 Certified Consultant. He is also a Certified Information Systems Security Professional (CISSP), and is an expert in COBIT. He has a bachelor’s degree in computer engineering from California State University of Northridge, and a Master of Business Administration from Santa Clara University with a concentration in Finance, Marketing, and IT Leadership.
